“The Committee was not persuaded by France’s claim that a ban on face covering was necessary and proportionate from a Security standpoint,” the committee said.
The committee further gave 6 months to prepare and submit a report on the case.
The move seemingly comes after complaints by two French women who were convicted in 2012 for violating the ban.
There are currently six countries in Europe that have banned the burqa; Austria, Belgium, Denmark, France, Latvia, and Bulgaria.
The explanations given for ban vary. Legal bans on face-covering clothing are often justified on security grounds, as an anti-terrorism measure.
